The Old Man is McKaskill's supposed contact with TheONI, the Office of Naval Intelligence. He has convinced McKaskill to send him information regarding the object in the hold of TheMelissa's ship -- quite possibly a TheForerunner artifact -- against orders.

The Old Man might well be the TheCastaway, the only other person known to have been on Melissa's ship without being a crewman posted to her.
